URI-escape the ? in FTP URLs to allow the sorting and extended description links to work properly. Current web brows3ers truncate the filename at the '?' when it's not URI escaped.

Only append the timestamp (and %3F where applicable) for *non-guest* users.
The persistant selection (ie: extended descriptions) does not get stored
when the user has the G restriction, so there is no need for the timestamp.
